When a letter, grievance, or filing needs exhibits, this builds the list from records already on the case. You should not have to collect the same emails and documents out of a personal inbox a second time.
What you are looking at
A labeled exhibit table — Exhibit A, B, C — whose rows point at messages and documents the case already holds, with the file still attached.
What it is trying to accomplish
The communications record and the document vault are the source. The index is how that source becomes something you can attach to a packet. Each row should be citable back to the stored item, not a retyped description of a thread you once forwarded.
